On February 24, the Zhejiang Provincial Health and Family Planning Commission announced the "Notice on Further Implementing the Contracted Services of Family Doctors (Draft for Soliciting Opinions)" (hereinafter referred to as "Drafts for Comments"), making a list of contracted service targets and services for family doctors detailed arrangement.
After the family doctor "contracts", how to "perform the contract"? The "Draft of Opinions" design lists the "10+1" groups of "contracted service packages", requiring classified management and precise services for different groups of people, and requiring the improvement of the quality of contracted services in the first place, and continuously improving the acquisition of contracted residents Sense and satisfaction.
Unified name to expand service scope
The contracted service of responsible doctors in Zhejiang Province is different from the name of "family doctor contracted service" mentioned by the state. In order to enable all sectors of society to better understand the work of contracted services, the "Notice" standardized the names of contracted services and changed the name from "Responsible Doctor Contracted Service" to "Family Doctor Contracted Service".
In 2018, Zhejiang Province will steadily expand the coverage of contracted services. The "Draft of Opinions" puts forward the target for the number of signings in Zhejiang in 2018: the signing rate of the whole group is consolidated at around 35%, and the signing coverage rate of ten key groups is over 65%.
Refine the contract content and list the service list
The "Draft Opinions" clarified that family doctors contracted services are divided into ten key groups (the elderly, pregnant women, children, the disabled, family planning special families, people in difficulties, patients with chronic diseases such as hypertension, diabetes, tuberculosis, and severe mental disorders) ) And the general population.
According to the service ability of family doctors and the ability of the masses to accept, the "Draft Opinions" lists the "basic service packages" applicable to all contracted groups and 10 service packages applicable to different key groups, and clarifies the list of "10+1" contracted service items , Implement classified management and precise services for different groups of people.
The "Draft Opinions" encourages grassroots medical and health institutions to design appropriate and personalized contracted service packages based on the population structure and different health needs of their jurisdictions, and actively carry out outpatient visits, family beds, children’s growth and development monitoring and evaluation, home rehabilitation, and China. Special services such as medical "preventive treatment" services and remote health monitoring meet the diverse health service needs of residents.
Provide convenient medication services, make real appointments and referrals
Zhejiang Province further improved the chronic disease protection system in 2017 to make it easier for patients with chronic diseases to dispense medicines. The "Draft Opinions" proposes to further implement the chronic disease protection system and provide continuous prescription services for chronic diseases to eligible contracted residents. At the same time, the primary medical and health institutions and county-level hospitals in the pilot areas of the Medical Community will implement a unified drug catalog and equipment to give priority to meeting the needs of contracted residents for rational use of drugs.
The "Draft of Opinions" proposes that medical services such as actual appointments and referrals should be made. Encourage county-level and above hospitals to transfer resources such as large-scale equipment inspections, expert outpatient number sources, inpatient beds, etc., to township health centers (community health service centers) through regional information platforms, and prioritize patients who have made appointments and referrals at the grassroots level.
In addition, the "Draft Opinions" combined with the "World Family Doctor Day" on May 19 and designated May as the "Family Doctor Contract Service Publicity Month", requiring all localities to organize publicity activities on the theme of family doctor contract services.
